2. PURPOSE
This Advisory Circular (AC) provides
guidance and information to applicants
applying for, or seeking cancellation or
change of details of, registration of an
aircraft.

3. STATUS OF THIS AC
This the first AC to be written for CASR
Part 47.

Advisory Circulars (ACs) are advisory only. ACs provide recommendations and
guidance to illustrate a method, or several methods, not necessarily being the only
method by which legislative requirements may be met. They also provide a means of
illustrating the meaning of certain requirements by offering interpretive and
explanatory guidance. ACs should always be read in conjunction with the referenced
regulations.

4. BACKGROUND
4.1
Under section 20AA of the Civil Aviation Act 1988 a person must not fly an aircraft
within Australian territory unless the aircraft is registered or exempted from registration
under Part 47 of the Civil Aviation Regulations 1998.

4.2 Part 47 also enables Australia to remain compliant with ICAO Annex 7 that requires
Australia, as an ICAO contracting State, to register aircraft.

5. EXEMPTION FROM REGISTRATION REQUIREMENTS
5.1
The following classes of aircraft are not required to be registered:
(a) unmanned free balloons;
(b) recreational unmanned aircraft;
(c) hang-gliders;
(d) rockets;
(e) parachutes, including powered parachutes;
(f) kites;
(g) permanently tethered manned balloons;
(h) unmanned aerial vehicles; or
(i) aircraft below 75 Kgs MTOW.

6. DEFINITIONS AND ABBREVIATIONS
6.1
The following definitions, specified in the Civil Aviation Safety Regulations (CASR)
Dictionary or within Part 47, are included here for quick reference:

assigned registration mark (reserved) is a registration mark that has been assigned
(reserved) for a period of 12 months, for assignment to an aircraft by reference to its make,
type, model and serial number.

Certificate of Registration (CoR) means the certificate given under CASR 47.075 or
47.080 in respect of the aircraft.

Civil Aircraft Register (CAR) means the register established and maintained under CASR
47.010.

dealer's registration mark means a mark assigned to an aircraft manufacturer or distributor
under CASR 47.125.

glider means an unpowered, heavier-than-air aircraft that derives its lift in flight chiefly from
aerodynamic reactions on surfaces remaining fixed under given conditions of flight.

heavier-than-air aircraft is the generic term for aircraft that derive their lift in flight chiefly
from aerodynamic forces.

lighter-than-air aircraft is the generic term for aircraft that are supported chiefly by their
buoyancy in the air.

manned balloon means a balloon that:
(a) is capable of carrying one or more persons; and
(b) is equipped with controls that enable control of the altitude of the balloon. 2

owner in relation to an aircraft, means:
(a) the person responsible for its airworthiness and maintenance; and
(b) is the aircraft registration holder (ARH), (a title that does not indicate legal
ownership of the aircraft).

powered aircraft means an aircraft that is propelled by one or more than one engine.
qualified person means:
(a) an individual who is an Australian citizen; or holds a permanent visa (within
the meaning of the Migration Act 1958); or

(b) a Corporation incorporated under the Corporations Law of a State or
Territory; or

(c) a body incorporated under a Law (other than the Corporations Law of a State
or Territory) in force in Australia; or

(d) the Commonwealth, a State or a Territory, or an agency of the
Commonwealth, a State or a Territory; or

(e) a foreign corporation that is lawfully carrying on business in Australia.

recreational unmanned aircraft, means an aircraft that:
(a) is not designed for, or capable of, accommodating a person; and
(b) is used only for sport and recreation.

registration holder means the person whose name is entered on the Certificate of
Registration (CoR).

registration mark means a registration mark assigned to an aircraft under CASR 47.035.
6.2 The following abbreviations are found in this AC:
Application Form means the CASA approved aircraft registration Application Form (Form
No. 977 (Standard) or No. 977E (Electronic version)).

ARH means Aircraft Registration Holder.
CAR means the Australian Civil Aircraft Register.
CoR means Certificate of Registration.
NAA means the national aviation authority of a contracting State.

7. REGISTRATION OF AIRCRAFT
7.1 Aircraft registration –
Information in the Civil Aircraft Register (CAR) is required
to meet Australia's international obligations and therefore enables CASA to receive, and to
pass on, mandatory airworthiness and maintenance information. This assists the Aircraft
Registration Holder (ARH) to fulfil the responsibility of meeting the airworthiness and
maintenance standards appropriate to the particular aircraft.

(a) The Certificate of Registration (CoR) is issued to that person whose name is
recorded as the ARH in the CAR.

(b) The CoR is also used to provide evidence of the nationality of the aircraft for
international recognition purposes. 3

7.2 Registration processes – For the purposes of facilitating the understanding of the
regulatory requirements for registration of aircraft and subsequent maintenance of the CAR,
registration functions have been divided into four basic processes as follows:

(a) Application for Registration. This process addresses the registration
requirements for aircraft that are being registered for the first time or aircraft
that are being returned to the CAR.

Note: Refer to Section 8 of this AC for applicability and requirements.
(b) Change of Registration Holder. This process applies to cases where the
ARH stops being the ARH and a new person applies to become the ARH.

Note: Refer to Section 9 for applicability and requirements.
(c) Notifying the CAR of the following:
· Notification of errors or change to information recorded on the CoR, to the extent of requiring its re-issue. It includes changes to aircraft

identification details and/ or changes to ARH's name and address.
· Change of registration mark.
· Application for a copy of the CoR.
· Request for cancellation of an aircraft registration.

Note: Refer to Section 10 for applicability and requirements
(d) Processes that can be accomplished prior to the registration of an
aircraft:

· Assignment (reservation) of registration marks;
· Dealer's marks – dealing with assignment and management of registration marks allocated to aircraft dealers for temporary use on

aircraft transiting through dealers for demonstration or sale.
Note: Refer to Sections 12 and 13 for applicability and requirements
7.3 Registration documents – CASA has designed two types of application documents
to assist applicants to address the registration processes mentioned above. A description
and advice on their use follows:

(a) Registration Application Form (Form 977) – This is a multi-purpose form,
carbonised in duplicate and is an approved form for purposes of the
registration of aircraft. This form enables the applicant to use the pink page of
the form as the Interim CoR whilst waiting for CASA to issue the official
CoR. This can be used during initial issue of the CoR or the transfer from one
ARH to another ARH.

Note: For further details about use of Interim CoR refer to Sections 8, 9
and 10.

1. This Application Form is used for:

· initial registration;
· return of aircraft to the CAR; or
· change of ARH.
Note: The forms can be obtained from CASA's Area Offices throughout
Australia, the CAR in Canberra, or through aircraft dealers.

2. The Application Form is optional for:
· notifications of change of registration details; and
· applications for a copy of the CoR.
Alternatively you may notify CASA in writing by letter.
(b) Electronic Registration Form (Form 977E) – This is an approved form (single
sheet) that may be used for the same purpose as above where an Interim CoR
is not required. The Application Form can be either down-loaded from
CASA's Internet site (see Section 7.5) or, when the CASA Internet interactive
page becomes operative, may be electronically submitted as long as a digital
signature is incorporated.

Note: This Application Form is a single page version of the multi-page
form and is used when an Interim CoR is not required. It can also
be used for notifications about change of registration details or for
applications for a copy of the CoR.

(c) In addition, CASA has designed the following forms to assist processing other
registration matters:

1. Application Form for mark assignment (reservation) is used to reserve
aircraft registration marks.

2. Application Form for assignment of Dealer's marks, to be used by
aircraft manufacturers and dealers applying for trade marks.

3. Aircraft registration transfer notification form, to be used by ARHs
holding CoRs issued before 01 October 2000. This form includes the
details required to notify about transfer of the CoR.

7.4 An applicant (qualified person) is required to provide the following identification
details on the Application Form:

(a) Individuals – personal identification details by supplying a Driver's Licence or
Passport number. In the absence of these documents any other acceptable
form of identification, such as a Birth Certificate, shall be presented.

(b) Bodies Corporate – must indicate the current ACN or ARBN number, as
provided by the Australian Securities and Investments Commission.

(c) Government agencies must ensure themselves of the existence of statutory
conditions allowing the Agency to register and operate aircraft.

7.5 CASA requires applicants who are individuals and officers of companies or
government agencies to provide security information, such as their mother's maiden name
or a key word that can be used by CASA as a security check for identification on
subsequent contact by telephone. This is necessary due to the flexibility that Part 47
introduces in the administration of aircraft registration, especially on the level of business
that can be now processed by telephone.

are restricted to selected CAR staff.

7.6 Contacting the Civil Aircraft Register – By telephoning CASA on 131 757 and
asking to connect to the CAR. The CAR is located in CASA's headquarters in Canberra.
Members of the industry can still lodge registration documents through the network of
CASA Offices around Australia. CASA will expedite the documents by overnight mail to
the CAR for processing. Local CASA staff are trained on registration processes and can
assist with lodgment of documents or advice.

8. APPLICATION FOR REGISTRATION
8.1
An applicant for aircraft registration is presented with two options, according to the
degree of urgency required for registering an aircraft, as follows:

(a) an oral application followed by a written application within 14 days; or
(b) a written application.

8.2 Oral application process – telephone 131 757 (ask to connect to CAR).
(a) The registration details required by an oral application are those required to be
entered on the Application Form. Applicants are required to have this form
already completed (refer to Section 8.3( e)) when calling CASA. The
computer generated registration number provided by CASA at the end of the
oral registration process must be entered on the Application Form. This
number validates the oral application by CASA, thereby enabling the use of the
Interim CoR.

(b) Interim registrations resulting from oral applications are valid until CASA
issues the CoR, on condition that the written application is received within 14
days from the date of validation of the Interim CoR.

(c) CASA must cancel an Interim Registration unless it receives a written
application within the 14 day period. Furthermore, CASA must cancel an
Interim Registration if it receives a written application in which information
differs significantly from that provided through the oral application. Persons
applying to register an aircraft are encouraged to send the Application Form
plus any additional documents to CASA immediately after registering an
aircraft orally. For preference, this should be by certified mail or courier.

(d) The Interim Certificate of Registration is a new concept introduced by CASR
Part 47.

1. The regulations now enable the ARH to have a CoA issued prior to
receiving the official CoR from CASA. 6

2. The regulations also allow an aircraft that has a valid CoA to be
operated during the transfer process prior to issue of the CoR as long
as the Interim CoR is used.

3. The Interim CoR must be carried on the aircraft at all times and is only
valid for flights within Australian Territory. (Refer to subparagraph
10.1( c)).

Note: Refer to Section 10.
(e) Persons applying for an Interim CoR shall be aware that additional information
required by a written application is replaced on an oral application by a
questionnaire conducted by the CASA officer processing the Interim
Registration. In doing so it allows CASA to obtain all of the information
required before the allocation of the Interim CoR Number.

8.3 Written application process – mail the Application Form and any additional
information to CAR (See Section 7.6).

Note: Application Forms transmitted by e-mail or facsimile will not be accepted.
However, subject to individual assessment, additional information that may
be required in addition to the registration form may be accepted through
these methods.

(a) A written application for aircraft registration must be submitted by using the
approved Application Form.

(b) Registrations resulting from written applications are valid until the aircraft
registration is cancelled or for the period of time requested by the applicant.

Note: For cancellation of registration refer to Section 10.4.
(c) An application that has not been preceded by an oral application may be
submitted through the single page (electronic version) or the multi-page
Application Form accompanied by any additional information that may be
required by CASA.

(d) The written application associated with an oral application must be submitted
through the multi-page version of the Application Form (i. e. the original plus
blue copy) and any additional information that may be required by CASA.

(e) Complete the written Application Form as follows:
1. Section 1 – If there has been a registration mark assigned (reserved) to
the aircraft it must be entered in this section, otherwise it must be left
blank for CASA to assign.

2. Section 2 – the text box corresponding to "Initial registration" must be
marked with a "ü" or a "x".

3. Section 3 – The applicant's details must be completed.
4. Section 4 is required to be completed only if the application is
submitted by an agent of an applicant or the nominated officer of a
body corporate or body politic.

5. Section 5 or 6 (whichever is applicable) aircraft details must be
completed.

6. Section 7 must be completed if the aircraft is classified as a "used
aircraft". 7

7. Sections 8 and 9 must be completed. Statements in Section 8 that are
not applicable must be identified as "N/ A" on the respective signature
block.

8.4 Additional documents – The following documents must be attached to the
Application Form in order to comply with the registration requirements:

(a) CASA will require evidence confirming the identity of the applicant as follows:
1. An individual is to enter in Section 3 of the Form his/ her Driver's
Licence or Passport number. In the absence of these documents any
other acceptable form of identification (e. g. a Birth Certificate) shall be
presented.

2. Bodies Corporate are to enter in Section 3 of the Form the current
ACN or ARBN number assigned to the Corporation by the Australian
Securities and Investments Commission.

3. Commonwealth, State, Territory or Local Governments Agencies must
familiarise themselves with the statutory conditions allowing the
Agency to register and operate aircraft.

(b) If the applicant is not the legal owner of the aircraft, it is advisable that a copy
of any document providing evidence of the arrangement under which the
applicant is made responsible for the aircraft's airworthiness and maintenance
be provided to CASA.

(c) If the aircraft has been imported from another country, the applicant must
certify that the aircraft has been removed from the foreign register. Written
confirmation from the respective NAA will assist CASA to process the
application and issue the CoR.

(d) Applications on behalf of an individual applicant may be signed by an agent of
the applicant. Applications submitted by a Body Corporate or a Body Politic
must only be signed by a person authorised by the Body to act as the agent for
the Body.

(e) If the registration mark applied for assignment to the aircraft due to be
registered is currently assigned (reserved) to another aircraft, the person
holding the Certificate of Assignment (reservation) must consent, in writing, to
the transfer of the registration mark to the aircraft due for registration.

9. CHANGE OF AIRCRAFT REGISTRATION HOLDER
9.1 Timeframe for notification –
The transfer of a CoR to another person must be
notified to CASA within 14 days so that the responsibilities for the maintenance and
continuing airworthiness of the aircraft are retained.

9.2 Transferring the CoR -Before CASA can process an application to transfer the
CoR it must be provided with evidence that the current ARH has relinquished the CoR.
This evidence is achieved by:

(a) If the CoR was issued after 1 October 2000 – completing the transfer details
on the back of the CoR and returning it to CASA.

(b) If the CoR was issued prior to 1 October 2000 – either completing the form
"Notification to transfer CoR" that can be downloaded from the CASA's
Internet site or providing a written declaration to that effect. 8

9.3 Transfer process – It is similar in procedures and content to the oral and written
processes described in Sections 8.2 and 8.3 of this AC. The differences will be highlighted
in the following paragraphs.

9.4 Oral application – by telephoning 131 757 (asking to connect to CAR)
(a) Apart from completing the Application Form, applicants are also required to
ensure that CASA has a facsimile of the back of the CoR duly completed and
signed or, for a CoR issued before 1 October 2000, a facsimile or e-mail of the
letter or form referred to in subsection 9.2.

(b) CASA must cancel an Interim CoR unless it receives, within the 14 day
period, a written application for transfer. Furthermore, CASA must cancel an
Interim CoR if it receives a written application whose information differs
significantly from that provided through the oral application. Persons applying
to transfer an aircraft are encouraged to send the Application Form plus the
additional documents to CASA immediately after orally transferring the
aircraft and preferably by certified mail or courier.

9.5 Written application – by mailing the registration form and required additional
information to CASA.

Note: Registration Forms transmitted electronically, by e-mail or facsimile, will
not be accepted. However, subject to individual assessment, additional
information that may be required can be accepted through these methods.

(a) Application Form – The Application for Registration must be submitted on
the approved form.

(b) Which sections of the form need to be completed
1. Section 1 – the registration mark assigned to the aircraft.
2. Section 2 – the box corresponding to "Change of Owner" must be
marked with a "ü" or a "x".

3. Section 3 – the applicant's details must be completed.
4. Section 4 -is required to be completed only if the application is
submitted by an agent of an applicant or the nominated officer of a
body corporate or body politic.

5. Section 5 or 6 -(whichever is applicable) aircraft details must be
completed.

6. Section 7 -not applicable.
7. Sections 8 and 9 -must be completed. Statements in Section 8 that are
not applicable must be identified as "N/ A" on the respective signature
block.

(c) Additional documents – The following documents must be attached to the
registration form as evidence of compliance with the applicable registration
requirements:

1. If the CoR was issued after 1 October 2000 – by completing the
transfer details on the back of the CoR and returning a copy to CASA.

2. If the CoR was issued prior to 1 October 2000 – by either completing
the form "Notification to transfer CoR" that can be downloaded from
the CASA's Internet site or providing a written declaration to that
effect. 9

The superseded CoR must be returned to CASA within 14 days.
(d) Qualified person
1. An individual is to enter in Section 3 of the Form his/ her Driver's
Licence or Passport number. In the absence of these documents, any
other acceptable form of identification (e. g. a Birth Certificate) shall be
presented

2. Body Corporate applicants must enter in Section 3 of the Form the
ACN or ARBN number assigned to the Corporation by the Australian
Securities and Investments Commission.

3. Commonwealth, State, Territory or Local Governments Agencies must
familiarise themselves with the statutory conditions allowing the
Agency to register and operate aircraft.

(e) Applicant status – If the applicant is not the legal owner of the aircraft,
CASA requires a copy of any document providing evidence of the
arrangement under which the applicant is made responsible for the aircraft's
airworthiness and maintenance.

(f) Application by an agent – Applications on behalf of an Individual applicant
may be signed by an agent of the applicant. Applications submitted by a Body
Corporate or a Body Politic must always be signed by a person acting as the
nominated officer of the Body.

10. CORRECTING REGISTRATION DETAILS IN THE CAR
10.1 Notification of changes to the registration information printed on the CoR.
(a) Includes a change to the name of the registration holder, change of address of
the registration holder and correction of the aircraft's identification details in
respect of manufacturer, model or serial number.

(b) Notification can be effected through submission of the Application Form in
either form (i. e. 977 or 977E).

(c) ARHs using Application Form 977 may opt to use the pink copy (Interim
CoR) as a temporary replacement to the superseded CoR until the new one is
received from CASA. Flights with an Interim CoR are restricted to Australian
Territory.

(d) The superseded CoR must be returned to CASA within 14 days of receiving
the replacement CoR. However if the ARH opts to use the pink copy (Interim
CoR) as a consequence of using Application Form 977, it is advisable to
return the superseded CoR with the Application Form.

(e) Correction of aircraft identification details may require the ARH to provide
documentary evidence about the aircraft details, especially if is of an amateur
or kit built type.

(f) Which sections of the form need to be completed
1. Section 1 – the registration mark assigned to the aircraft
2. Section 2 – the Corresponding box within "Change of registration
details" must be marked with a "ü" or a "x".

3. Section 3 – the applicant's details must be completed. 10

4. Section 4 -is required to be completed only if the application is
submitted by an agent of an applicant or the nominated officer of a
body corporate or body politic.

5. Section 5 or 6 (whichever is applicable) -must be completed.
6. Sections 7 and 8 -not applicable.
7. Section 9 -must be completed.

10.2 Change of registration mark – Before a change of registration mark can take
place, the new mark must be assigned (reserved) to the aircraft.

(a) Timeframe to notify CASA about a change of mark – The notification for
change of mark shall be made in advance to CASA, at least 14 days before the
date established for starting operations under the new mark. This will allow
CASA to change or re-issue all of the aircraft documentation – registration,
airworthiness and maintenance – required to display the aircraft's registration
mark.

(b) How to notify CASA – Notification can be effected by means of the
registration form in either the carbonised copy or electronic version. It must
be noted that the Interim CoR – pink copy – cannot be used when notifying
changes registration mark

(c) Which sections of the Application Form need to be completed
1. Section 1 – the registration mark assigned to the aircraft
2. Section 2 – the box "Change of registration mark" must be marked
with a "ü" or a "x", including completing any proposed effective date.

3. Section 3 – the applicant's details must be completed.
4. Section 4 – is required to be completed only if the application is
submitted by an agent of an applicant or the nominated officer of a
body corporate or body politic.

5. Section 5 or 6 (whichever is applicable) -must be completed.
6. Sections 7 and 8 – not applicable.
7. Section 9 – must be completed.
(d) Replacement of the CoR – After validating the notification, CASA will re-issue
the new CoR to be effective from the proposed date referred in Section 2
of the Application Form. A copy of the CoR will be faxed in advance to the
ARH so that subsequent actions in relation to the update of airworthiness and
maintenance documentation can be submitted to the relevant CASA Office.
The existing CoR will be superseded with effect from the proposed date in
Section 2.

Note: The aircraft must not be flown unless the new registration mark is
displayed on the aircraft, as per Part 45 of the regulations, and all
airworthiness and maintenance documentation have been changed
as necessary. It is a breach of the regulation to operate an aircraft
with a superseded CoR.

(e) Superseded registration marks are released and placed on the list of marks
available (referred to in Section 12.3), and therefore available for assignment
(reservation) or for use on the registration of another aircraft. 11

Note: Once a registration is available to others, CASA cannot retrieve a
mark once it has been assigned.

(f) Return of the superseded CoR – The superseded CoR must be returned to
CASA within 14 days of receipt of the new CoR displaying the new
registration mark.

10.3 Application for a copy of the CoR – If the CoR has been lost, stolen, destroyed or
damaged, the ARH must apply for a new copy of the CoR. Applications can be made in the
same manner as the oral or written process mentioned above.

(a) Damaged CoRs must be returned to CASA within 14 days of the receipt of the
copy of the CoR. However, if the ARH opts for activating the Interim CoR as
a consequence of submitting the Application Form 977 it is advisable to return
the damaged CoR with the Application Form.

10.4 Cancellation of registration of an Australian aircraft – There are two distinct
processes of cancellation of registration, whether it is initiated by the ARH or by CASA
following non-compliance with the registration requirements. This process addresses the
cancellation of registration initiated by the ARH, due to export of the aircraft, its
destruction, scrapping or withdraw from use.

(a) How to notify CASA about a cancellation – The ARH can notify CASA
either by writing a personal letter or completing the appropriate section on the
back of the CoR.

(b) Return of the CoR – If the ARH opts for notification by means of a personal
letter, the CoR must then be returned to CASA within 60 days of the
cancellation of the registration.

(c) Confirmation of cancellation of registration – Cancellation of the aircraft
registration will be confirmed through the "Notification of Cancellation of
Registration" document.

11. FURTHER INFORMATION TO CORRECT THE REGISTER
11.1 CASA's statutory obligations -
CASA is required to ensure that registration
information being entered or maintained in the CAR complies with the applicable
regulations and conventions. For this reason CASA must, within reason, be satisfied with
the reliability and currency of registration information and that subsequent airworthiness
findings can be immediately assessed and reflected on the CoR.

11.2 Information supporting registration of an aircraft – If CASA requires further
information it will do so immediately after accessing the Application Form. Validation of
the application and issue of the CoR may be dependent on obtaining such information.
CASA cannot be liable for registration delays that are beyond its control especially on the
availability of complementary information required to assist the validation of the registration
application.

11.3 Alteration or Correction of information maintained in the CAR-If CASA finds
registration information that is incorrect or no longer valid, it must activate the process of
changing and re-issuing the respective CoR. CASA may ask the ARH to confirm or to
provide further evidence before it decides to change the information and issues a
replacement to the CoR. In these cases the superseded CoR must be returned to CASA
within 14 days. 12

12. ASSIGNMENT (RESERVATION) OF REGISTRATION MARKS
12.1 Who can apply for assignment (reservation) of a registration mark –
Any
person may apply for assignment (reservation) of a registration mark for allocation to an
aircraft within 12 months.

12.2 How to apply for an assignment (reservation ) of a registration mark – by
completing the form "Application for mark assignment" and forwarding it to CASA by mail,
e-mail or facsimile.

12.3 Which registration marks can be assigned (reserved)? CASA regularly places an
updated list of available registration marks on CASA's Internet site.

12.4 What are the main requirements? – The registration mark is assigned (reserved)
to an aircraft by reference to its manufacturer, model and serial number. If the mark is not
used within 12 months, the assignment (reservation) will lapse. The mark will then be
placed on the list of registration marks available, referred to in paragraph 12.3 above.
Furthermore, assigned (reserved) marks must not be placed on a different aircraft unless
CASA receives written consent from the holder of the Certificate of Assignment.

12.5 Certificate of Assignment – Confirmation of an assignment (reservation) of a
registration mark is effected through a Certificate of Assignment. This certificate will be
cancelled automatically at the close of business of the expiring date printed on the
Certificate or on the date the registration mark is placed on the aircraft to which it had been
assigned, whichever occurs first.

12.6 Can a registration mark be assigned (reserved) to an unidentified aircraft? If
the applicant is the holder of, or is in the process of becoming a holder of, an Air Operator
Certificate, CASA may consider assigning (reserving) registration marks for fleet allocation.
The period of assignment will still be limited to 12 months.

13. DEALER'S MARKS
13.1 Dealer's registration mark-
An aircraft manufacturer or distributor may apply for
one or more registration marks to be used on aircraft manufactured or distributed by the
applicant.

13.2 Applying for a dealer's registration mark – by completing the form "Application
for Assignment of Dealer's Mark", which can be downloaded from CASA' s Internet site.

13.3 Dealer's Certificate of Assignment – CASA will issue a Certificate of Assignment
and a fireproof data plate to each of the assigned marks. They must be carried on the board
of each aircraft using the mark at any particular time.

(a) Period of validity – Dealer's marks remain in force until cancelled by CASA
or at the Dealer's request.

(b) Annual Report – The Dealer must supply to CASA within 1 month after the
completion of each 12 month period, a report listing all aircraft that have
operated under each of the assigned dealer's marks. Failure to supply the
report may lead to cancellation of the Certificate of Assignment. 13

14. RELEASE OF REGISTRATION INFORMATION
14.1 Registration information –
Under the provisions of regulations 47.010 and 47.015
the following information collected and maintained by the CAR is classified as public
information.

(a) Aircraft details – the registration mark, aircraft manufacturer, model and
serial number.

(b) ARH details – the person's name and business address.

14.2 Other registration information – Registration documents such as Application
Forms and contents (including identification details, telephone and facsimile numbers),
notifications and general correspondence are classified as "in-confidence" documents.

14.3 Registration information collected before 1 October 2000 – This information is
covered by Part 3 of the Civil Aviation Regulations 1988 which have been superseded by
Part 47. As a result, information on Property Interest is no longer recorded in the CAR and
existing records will only be accessible through the provisions of the Freedom of
Information Act.

14.4 Access to the CAR – Civil Aircraft Register records are open for inspection by
members of the public as follows:

(a) In person – by visiting the CAR in CASA headquarters (refer to paragraph
7.5) from Monday to Friday between 09.00 and 12.00 and between 14.00 and
16.00 hours.

(b) On CASA's Internet site – The CAR page is regularly updated and offers a
complete list of aircraft registered in the CAR alongside weekly registration
reports of activity and the list of registration marks available for assignment.

(c) Alternatively, specific details may be requested by letter, fax or email.

15. PRIVACY PROVISIONS
15.1 The
Privacy Act 1988 – The Privacy Act requires that applicants registering an
aircraft be informed of the authority which allows:

(a) the solicitation of the information and whether disclosure of such information
is mandatory or voluntary;

(b) the principal purpose for which the information is intended to be used;
(c) the use which may be made of the information gathered; and
(d) the effects, if any, of not providing all or part of the requested information.

15.2 The following routine uses are made of the information gathered to:
(a) determine that aircraft are registered in accordance with the provisions of the
CASR Part 47;

(b) provide registration holders and specialised organisations with information
about potential mechanical defects or unsafe conditions of aircraft, in the form
of airworthiness directives;

(c) satisfy the publication requirements of Articles 21 and 37( f) of the Convention
on International Civil Aviation

(d) comply with regulation 47.015 in respect of access and inspection of the CAR
by members of the public; 14

(e) respond to general requests from the aviation community or the public for
statistical information under the Freedom of Information Act;

(f) assist with search and rescue, air traffic services and accident investigation
operations;

(g) serve as a data source for production of descriptive statistics and analytical
studies in support of CASA functions;

(h) assist CASA with the development of safety and educational programs;
(i) support investigative efforts of law enforcement agencies of Federal, State and
Foreign countries;

(j) provide supporting information in court cases;
(k) provide data for the automated civil aircraft registration master file; and
(l) provide data for the development of the civil aircraft registration statistical
system.
