47 (Aircraft Registration, 2001 version)
(Note: 305kb) This is the "legislation"
which CASA says are the new rules - not the
proposed new rules - for aircraft registration.
This document is nothing short of an insult. It
was announced by a fax from CASA on 29th August
which said "If you do not have access to the
World Wide Web, a copy ... can be e-mailed to
you." In other words, to hell with anyone who
is not on the Internet.
The "legislation" itself contains typographical errors. Worse, it also contains serious substantive errors - for example sub-section DP47.095 refers to paragraph DP47.022, which does not exist. In short, it is a shabby - and shoddy - piece of work.
But things get worse still! At the very beginning, there is this:

In other words, we don't even know what it is we are being consulted about ... but we have to get our comments in by 26th October or they will be ignored.
Discussion Paper 0106MS, August 2001 (Note: 787kb) The new CASR 47 will not solve the very problem that was said, only a year earlier, to be the reason for the change. Look at this! 4.2.9 Because registration and airworthiness and maintenance responsibility will not be automatically linked, the proposal is not to identify the person responsible for airworthiness and maintenance control in the regulations dealing with registration of aircraft. That is, the proposed CASR Part 47 will not identify the person legally responsible for managing the maintenance of an aircraft.
This is change for the sake
of change, pure and simple.
